Joseph's House, the agency she runs, is facing opposition to its plan to convert the building into a home for 16 people with a history of homelessness and mental illness.

She and her organization have been here before, not in this location but in this place.

When Joseph's House first announced in December 1993 it would move to 74 Ferry St., neighbors worried about the impact of the homeless shelter there. Today, a new liquor store has just opened across the street from it.
