The Australian business community is behind the rest of the world in its adoption of broadband Internet connections. A recent McKinsey quarterly publication warns that broadband will change many businesses, so this lag is significant. Telstra is seen as the major inhibitor to broadband take-up and has pushed ahead promotions of the product as well as taking steps to make it more affordable. Telecommunications analyst Paul Budde says that Telstra's goal of 20% broadband market penetration is too small, saying it is focused on immediate profit returns rather than long-term benefits. Small businesses are rapidly converting to broadband, however. Lobby group Broadband Xchange believes this is due to pent-up demand for high-speed data transfer access.
